Anger over planned build in Haywards Heath going toward Lewes housing target

A developer has responded to residents’ concerns over plans for 119 homes in Haywards Heath which aims to help Lewes District Council meet its housing target.

Many residents attended a public exhibition of a development off Greenhill Way.

The site is allocated for housing development in the emerging Lewes District Local Plan which provides for access from Greenhill Way and/or Ridge Way.

Residents told representatives of the developer Taylor Wimpey that the people who moved into the new houses would use Mid Sussex District’s and West Sussex County’s facilities but they wouldn’t provide any benefit to those councils.

Tim Mendes, of Greenhill Park, said the development should also use Colwell Road, rather than Greenhill Way, as an access road as that would be larger and less congested.

“The residents will be paying East Sussex council tax which is a bit of a gripe.

“The children that live there are going to use West Sussex doctors, hospitals, schools, all the facilities.”

Margo Barrowcliff, who lives in the same road, said: “It’s a concern that there’s two different councils running this. Greenhill Way is owned by one council and this development is owned by another. When it comes to who is responsible for what, they will be passing the buck.”

Taylor Wimpey’s spokesman said it was still in discussion with the councils over options for financial contributions.

He said: “We have spoken to representatives of Lewes District Council during the course of designing these proposals, including in relation to possible planning obligations in the form of financial contributions to provide for any necessary highway improvements in the local area.”

He said the access from Greenhill Way would meet highway standards for safe use by cars, pedestrians and cycles.

“It will take the form of an extension to the existing 6m wide carriageway of Greenhill Way with 2m wide footways on either side, which was confirmed as ‘…a spacious residential suburban road…’ by the Inspector to the previous Appeal decision (at paragraph 26 of the Appeal Decision). A similar extension to Ridge Way was acceptable to both Local Highway Authorities, and the Appeal Inspector. Access to the proposed site from Greenhill Way and/or Ridge Way forms part of the emerging local plan allocation and was debated as part of the examination into the Core Strategy. The proposed access will also be subject to an independent Stage 1 Road Safety Audit in due course.”
