Decision due on redevelopment of Haywards Heath town centre site

Developer Frontier Estates wants permission to knock down and replace the vacant three-storey building on the corner of The Broadway and Church Road.

A new building is proposed with a mansard roof, which would be five storeys high on The Broadway frontage and four storeys on the Church Road frontage due to the difference in site levels. The elevations would feature recessed balconies.

An application is due to be discussed by Mid Sussex District Council’s planning committee on Thursday January 21.

The building would contain one studio flat, 14 one-bedroom flats and four two-bedroom flats.

The existing retail floorspace of 263sqm would be replaced by a comparative commercial unit, with 263sqm of floorspace proposed for a flexible A1-A5 use.

This could be a shop, restaurant, cafe, bar or takeaway.

Three car parking spaces are proposed including a disabled parking which would use the existing vehicular access off Church Road.

There would also be a cycle store with 20 spaces.

No affordable housing is provided within the scheme as the applicant argues its inclusion would make the whole development unviable.

According to the application: “The proposed development is a carefully designed modern response to the original building, the distinctiveness of which has been lost through a sequence of unsympathetic alterations over the years.

“It combines both local character and innovation to provide a building that is fitting to hold its corner location – a scheme that will enhance the surrounding townscape and built environment in accordance with local and national design policies.”

Officers are recommending approval subject to conditions and the completion of a legal agreement.
