Surprise over repair priority

I was surprised to see that Padwick Road has been totally resurfaced, in that it is not a heavily used route, nor was it as I recall in a particularly bad state of repair.

The roads around Heron Way Primary School including Brambling Road are, in places, in a very poor condition and I would have thought that they should have taken priority?

How are the roads to be repaired or resurfaced prioritised; is it perhaps the local council who decide how the road repair budget is spent or do residents have a voice?
